If your goods are of Egyptian origin, the EUR.1 movement certificate is what lets your European buyer import them duty-free under the EU-Egypt Association Agreement. Without it the buyer pays full duty, and usually asks you to cover the difference.

The certificate is not granted simply because the shipment left Egypt. The goods must meet the rule of origin for their product, meaning they were produced or sufficiently processed in Egypt as the agreement defines for that item. For garments, for example, the origin of the fabric affects whether the finished piece qualifies.
The General Organization for Export and Import Control (GOEIC) issues it through its branches at ports, airports and governorates. Applications can also be submitted through the GOEIC e-services portal.
